What the Curaçao Gaming Authority is
Curaçao is an island in the Caribbean with a gaming regulator of its own, the Curaçao Gaming Authority, or CGA. On the Curaçao Gaming Authority's website it describes itself as the regulator of the island's land-based casinos and of its online gaming industry, and as the licensing authority for lotteries. Online gaming licences on the island come under a national ordinance on games of chance, known by its Dutch initials, LOK.
The CGA publishes a licence register on the same site, with separate lists for land-based casinos and for online gaming licences. It notes that the status of a licence holder can change over time.
Where a Curaçao licence stops
A gaming licence is permission from one country's regulator for an operator to offer gambling under that regulator's conditions. The regulator can set rules for the licence holder and act when they are broken. It cannot change the law of another country.
So a Curaçao licence, on its own:
- does not make online gambling lawful in Malaysia
- does not replace the law where a player lives
- does not give a player in Malaysia a Malaysian regulator to complain to
- does not set the rules 77W applies to players, which are in 77W's terms and conditions

Malaysia's position
Malaysia does not issue licences for online casinos, so no Malaysian authority licenses 77W or any other online casino.
Gambling in Malaysia is governed by laws that include the Common Gaming Houses Act 1953, aimed at common gaming houses and public gaming, and the Betting Act 1953, aimed at betting houses and betting in public places. For Muslims, gambling is also an offence under Syariah criminal law, which each state makes for itself. In the Federal Territories that law is the Syariah Criminal Offences (Federal Territories) Act 1997. A foreign licence does not change any of these laws.
How these laws apply to a particular person is a legal question that this page does not answer.

- Open the licence register, then the list of online gaming licences.
- Search for the licence holder's company name. It can differ from the brand name on the website.
